There exists a bit of irony with this sign because there are two meanings here, literally.
Biker Perspective
You have permission to use the full lane whenever you like. Bikes may use full lane.
Motorist Perspective
Beware of idiots. Bikes may use full lane.

People should be aware of the bike lanes to avoid problems on the road. It should be vise versa too. I've recently witnessed a biker getting off his lane and bumped his head on the truck's vent visor. He didn't see the vehicle coming because of the blind spot on the street.
